On the afternoon of October 24th, Ms. Gao Xiaoyu, senior engineer and deputy director of the Information Policy Institute of the National Research Center for Industry Information Technology Security, was invited to give a lecture entitled "Relevant Policies, Status Quo and Trends of China’s digital economy" for the faculty and students of the School of Management in the EMBA classroom. The report was moderated by Vice Dean Fan Xuemei. The faculty and graduate students from the Department of Management Science and Engineering, the Department of Information Management, the Department of International Business and other disciplines participated in this event.

Director Gao Xiaoyu's report covered the definition of digital economy, the development trend of global digital economy, the status quo and challenges of China's digital economy, as well as relevant policy suggestions. First of all, Director Gao explained the definition of digital economy around the value creation and value-added process of data content production and services within a complex economic system. Based on the conceptual model of OECD information society measurement, she further elaborated on the framework of digital economy, and put forward the research system of digital economy. Secondly, she presented an overall view of the development trend of the global digital economy by listing the strategic layout and competitive dynamics of various countries in different fields of the digital economy. She then made an in-depth analysis of the status quo and continuous improvement of China’s digital economy, and put forward challenges faced by China, including the development of 5G, the development of industrial Internet, the development and utilization of government resources, the protection of employment rights and interests, and how to enable Internet enterprises to go abroad. With regard to the future development trend of the digital economy, Director Gao believes that digital technology will lead to the reform of the labor division in trade and value chain; digital currency will once again become the focus; and rural e-commerce will usher in new opportunities for development. The digital-empowered government will focus on difficult issues, and further improve relevant laws and regulations on data protection. The speaker also put forward some suggestions based on the status quo and existing problems of China’s digital economy.

Director Gao's detailed elaboration enabled the faculty and students of the School of Management to have a more in-depth understanding of the relevant policies, development status and trends in digital economy. At the scene, all the attendees listened carefully and actively interacted with the speaker. In the Q&A session, with regard to suggestions for the digital economy development in Northeast China region, Director Gao put forward targeted policies combined with her understanding of the status quo of Northeast China, which provided reference for combining research on digital economy with local practice, and enlightened the listeners. This academic report is significant to promote the development of relevant disciplines, enhance the scientific research and facilitate understanding of frontier issues.

Profile of the speaker: Gao Xiaoyu, senior engineer and deputy director of the Information Policy Institute of the National Research Center for Industry Information Technology Security, has won the first prize of the 2016 National Outstanding Engineering Consulting Achievement Award, published more than 20 papers on SCI, EI and core journals, periodicals and conferences at home and abroad, and participated in the G20 Digital Economy Work Conference and APEC Telecommunications Working Group meetings many times. She drafted the work plan of the APEC Digital Economy Working Group. Ms. Gao is an expert in the fields of informatization and information security in China.
